Two Years Without a Recordable Safety Incident at Amelia Plant

As of this month, the Amelia production plant has completed two consecutive years without a recordable OSHA safety incident. For a concrete manufacturing operation running two casting bays, a batch plant, and daily heavy-lift work, two years is a meaningful stretch and one worth acknowledging on the record.

This milestone reflects the discipline of our production crews and shop foremen. Precast is not an office job. The people who cast, strip, finish, load, and set panels every day are the ones who make a number like this possible. They also carry the burden when a plant lets safety practices drift, which is why we treat the milestone as evidence of good habits rather than good luck.

What supports the number

Three programs at the plant contribute directly to the current record:

  • Plant safety committee. A cross-shift committee that meets on the third Wednesday of each month. Attendance is by rotation and pulls from batch plant, casting, finishing, yard, and dispatch so every area of the operation has a voice. The committee reviews near-miss reports from the prior month, closes out any open corrective actions, and sets the topic for the following month’s toolbox meetings.
  • Monthly safety walks. Every month a foreman from one bay walks the other bay with the plant safety lead. Fresh eyes catch things familiar eyes stop seeing. The walk generates a written list that is closed out before the next month’s walk.
  • Job Hazard Analysis (JHA) program. Launched in early 2018 and matured through 2019. Every recurring plant task has a JHA on file — strip and clean, form set-up, rebar cage placement, embed placement, concrete placement, panel lift, panel load, panel set. The JHAs are reviewed at pre-shift and updated annually or after any significant near-miss.

Industry participation

East Coast Precast participates in the Precast/Prestressed Concrete Institute (PCI) plant certification and safety programs. The Amelia plant’s current certification covers structural precast product classification. PCI’s audits are useful precisely because they are not run by us — a third-party auditor sees the plant on a day we did not arrange for them to see, and any findings get closed on the same cycle as our internal corrective actions.

We also submit annual injury and illness data through the OSHA Form 300A summary. Comparing our recordable rate against the industry average for NAICS 327390 (Other Concrete Product Manufacturing) is a useful reality check on whether the current program is actually working or just producing paperwork.

The next milestone

Two years is a checkpoint, not a finish line. The plant’s stated goal remains zero recordable incidents on a continuing basis, and the same programs above will continue without modification. The one addition planned for the fourth quarter is a hearing-conservation refresher for all plant staff, driven by an updated noise dosimetry study completed last month.
